It is not repairable. Get one from a wrecking yard but It's more likely a dirty contact in the lighter recepticle that the coil makes contact with. Use a piece of fine grit sandpaper or an eraser on a pencil but don't short it out (put tape over the metal on the pencil
Not worth it, simply get a new lighter. They are generally compatible and aftermarket should be fine.

To be on the safe side check them all...Because sometimes they tie in more than one circuit within one fuse...like say for instance on some vehicles, the clock on the dashboard is tied into the cig. lighter..but the fuse panel wont say that...And make sure you check both sides of the fuses..you may have power and no ground, or vice versa..and that depends on what kind of test light you have...
