I would try to get a screwdriver thru the spokes of the pulley to punch a hole in the plug and pry it out. Then use a large punch to tap the new one in,,,if you have enough throw to hit the punch that is
I would say that the problem is going to be under the hood in the steering somewhere. Not in the steering column. Check to make sure that the tie rods are not pulling or pinching a wire.
90% of the time with GM systems it is the micro wires that run down into and thru the steering column.The wires break from using the turn signals,the wires are very thin inside the insulation.Another thing it could be is a brake switch out of adjustment.
take the cover off the wheel remove the center nut and you will have to get a steering wheel puller and crank that down on the center screw until the wheel comes off and then once you have the switch in just get the steering wheel in place and have it where you can catch a few threads and tighten it back down
