I would use a reverse drill bit to remove the broken bolts then go forward accordingly
You'll have to drill out the remaining portion of the bolt. If you can get it out without damaging the thread in the block, just use new bolts. If you damage the thread, you'll have to install helicoils and new bolts. See this video on how to use a helicoil

Its called a torx bit socket. You can buy them at AutoZone or that type of parts store.

You could try a product called "Quick Steel" - which is available at just about any auto parts store. This is a compound that when cured is strong enough to tap and thread.

To install:
Negative battery cable.
Drive belt
Water pump pulley
Power steering pump and move it aside
Water pump

Water pump using a new gasket and torque the long bolts to 25 ft. lbs. (34 Nm) and the short bolts to 16 ft. lbs. (22 Nm)
Water pump pulley and torque the bolts to 115 inch lbs. (13 Nm)
Power steering pump and torque the bolts to 25 ft. lbs. (34 Nm)
Drive belt
