Is the cap torqued down at a certain torhque specification. What's the rule for tightening the cap.

Not really. As long as you drain the oil, remove some the screws, and check one of them on how tight it may feel when you do tighten the other ones. Then remove them all. Thats why pans have so many screws. because they don't need a lot of torque. Replace the screws with two in front two in the middle just barely tight so that the gasket will settle into the groove and two in the back the same way. then tighten them as you go along. watch for any kinks in the new gasket . straighten the gasjket by removing the middle and back one if yo have too.It also depends on what kind of material the gasket is. if the old one sticks to the engine or pan be sure to remove all the left over pieces until it is clean.

hand tighten then torque to ~ 50lbs in. in an alternation method. Meaning tighten one bolt then go to other side and keep alternating.

You can buy a canister wrench at the local auto parts store. You do not need to torque the oil filter on, just hand tighten, No new gasket for the drain plugs just do make sure that it is tightened properly

snug the bolt and put in the cotter. they can be overtightened. just snug it with your hand

you can try testing the vacuum purge solenoid, remove both lines and plug them, rescan ecm at 2000 rpm. if you have an interactive scanner, try to purge the solenoid manualy and watch for pressure drop! do you have acess to a smoke machine? good luck, marty
