There are a few things that would make the engine not start, the first question i have is ,when you say it wont start does the engine spin and not start or when you turn the key the engine does nothing?
If the smoke is white ,it's water (head or gasket) Timing belt will shut it off completely. Can't see any way the starter could have anything to do with it. However if it has a head gasket problem,hydrostatic lock can make a good starter look bad(,water will not compress like air) so if there is water in a cylinder the engine won't turn over. If a head gasket is bad there will be white smoke out the tailpipe and bubbles coming out of the radiator (cap off while cold)
All you did was replace the starter and all of a sudden it overheats and wont start? were there any symptoms before the starter got replaced? the starter should have nothing to do with it overheating, maybe not starting, but not overheating. have you checked the thermostat to make sure it isn't stuck closed? or a possible coolant leak?

It wouldn't be a sensor if you can't travel more than 25 MPH. It is transmission problems and you need to get it into a transmission shop ASAP! I do NOT recommend the chain shops like AAMCO because they have a tendency to go for complete rebuilds versus what you need.
Check your filters such as fuel filter and air filter. At higher speed there is more of a demand for both air and fuel. Thats where I would start first.
