Detach the internal fuse door and look on the door. It will tell you the position of the fuse and the voltage. Otherwise refer to your owners manual under fuses.

Door locks wont work and top wont come down

yes it sounds like that is where u need to start by checking the fuse. I think u will find this fuse in your main fuse panel. Yet I would be surprised if both of these are on just one fuse. If you find more than one fuse blown you could have a short of some kind. But start with the fuse panel.

does the pass side button work? rear door buttons? if so the drivers side button is bad. if none of them work have you checked the fuses?

Power locks are not working

Check for blown fuses in the fuse box. If it keeps blowing when you replace fuse there is a short in your doorlocks. Warning replace with same fuse value not higher you may damage more wires.

the power lock acuator is probably bad, remove door panel, check for power and ground at acuator while hitting doorlock button.

Have you checked the Maxi fuses under the hood in the engine compartment. Most powered windows, doors, seats and so on have a Maxi Fuse. It should be labeled on the box itself. If this doesn't work, you can try replacing the relay.
