As you move the control for hot to cold the cable should move on the water control valve if it does the problem can be that the system is'nt full enough or the heater core is stopped up. if the cable does'nt move as you move the control the problem is most always at the control end of the cable and the heater control needs to be removed from the dash and the cable straighened and reconnected they seldom out right fail they just get ramed too fast when someone whats heat quickly and the cable bends instaed of moving the heater valve.
