There could be a fusible link under the hood off the starter relay that is burnt out.

If you would remove the door panel again, with the window rolled up, inspect the piece of linkage that is attached to the lock cylinder. It is held to the lock cylinder by a clip, then follow it down to where that same piece of linkage attaches to the door lock assembly. It is also held in place there by a clip, or at least it should be.
Insert a key in the outside of the lock cylinder and attempt to move the linkage. If there is a restriction, follow the linkage to find out why. It may be that the linkage has dropped off, or it may be the lock mechanism has jammed.
The reason it works from the inside is because a different piece of linkage operates the lock mechanism.

I think I have found the problem. When I wiggle the ignition switch the turn signals and radio go on and off so I feel the issue is in the ignition switch. From what I understand the actual electronics for the switch are at the base of the sterring column behind the lower dash panel and is connected by a rod that may need adjusting.

you have a broken wire in the loom between drivers door and body repair this and all doors and windows will operate ok again
