You talking about timing chain? This is vin G or L? Two camshafts on each bank. On each bank the arrows of each camshaft sprocket point directly at each other. The key way on crank shaft sprocket point at 11 clock position with number one cylinder at tdc. If chain has different colored link, may line up with index mark on out side of cam sprocket. Sorry can't post a picture.

1986 mercury cougar how to tell if timing is out

In most cases if the timing is off the car wont start, have you checked the O2 sensors. I had a truck with a similar problem and O2 sensors fixed it for me. Hope it helps.

Please note for your Camshaft adjustments: See Diagram 99F54465. There is a Cam Adjustment Tool and designated diagram for alignment using an open end wrend

TIMING BELT WON'T STAY CENTERED ON CAMSHAFT SPROCKETS

You don't mention replacing any tensioner bearing which if worn could be causing the belt to drift.
I would probably remove any covers and physically watch the belt to try to determine which of the surfaces on which the belt runs is at fault. I think the belt is probably not that cheap so I hope you cure this soon.
