SOURCE: Left side rear door will not unlatch.
stupid question but did you try inside latch? If so you should be able to remove seat from other side and remove door panel and replace parts (probley clip) as needed or at least open door if latch is defective
SOURCE: Broken latch cable on 2000 Tundra, will not open
remove the door panel, i believe the handle uses a cable on the link... simple fix
SOURCE: Rear Drivers Side Door on 2000 F250 extended cab will not open !!
There is a slot where the cable is suppose to lock in. When the cable
end brakes it falls out of the slot. I put cable over slot and duct taped
in place till i get new cables. There are 2 cables 1 on top and 1 on
bottom.
SOURCE: broken hood release cable. Can't open hood
this is a hard one it depends on where it broke, can you cut the housing to get to cable core and pull with pleirs, if it snapped at latch then you will need to remove the grill or go from the bottom and try to hit the release the same wat the cable did, sometime if you grab the cable near the latch and pull hard it will open, good luck.

So i am going to assume you have a supercab with suicide rear doors by thwe way you say the upper latch! There is a cover over the upper latch. Remove it. You should be able to get a screw driver or something up in the to depress the latchlock. Sounds like the cable inside may be broke to the top latch release. otherwise keep disassembling until you are able to get the door open. You might even need to remove the upper latch from the frame if possible.
