Problems could be in the steering or transmission. Do you feel the shutter in the steering wheel or the whole body of the car like the transmission? I am sending a forum about the Saturn transmission problems. See if it is what you are feeling. https://forums.edmunds.com/discussion/9018/saturn/outlook/saturn-outlook-transmission-problems

SOURCE: replace the engine motor mounts and the transmission mount. Would like to know how to do it. Thanks.

Check the frame mounts too. You will have to loosen the bolts and jack the motor up with a jack and a woodblock.

SOURCE: 2009 Saturn Outlook radio removal

start by carefully prying the woodgrain/brushed aluminum panel around the column shift upwards. Start at the rear, near the cubby. be very careful not to break it where the panel wraps around the drivers side of the shift indicator. when it is removed, you will see screws holding the next panel on (may be 7mm hex or philips - can't remember...) once removed, you can pry that section off as well exposing the radio and climate control screws. both have to come out to get the radio out. the XM portion is not in this radio, but is actually in the rear end of the truck behind the side panel on the driver's side. Be careful if you go poking around in there, because you may have a power inverter back there feeding 115v power to the center console (entertainment package).

SOURCE: FRONT TIRE BOUNCE AT 40-50 MPH

relace your shocks. the design of any dampner(strut or shock design) is to return the wheel to the road for handling and safety. when the shock is worn out is with continue to bounce like a basketball. it has no more strength to return to wheel to the road. a common misconception is that they are there to absorb, not true. the springs or torsion bars are there to absorb and create ride height. the shock does nothing more then return the wheel to the road. simple and inexpensive.

2003 suzuki grand vitara 1.6 is shuddering when u slow down at 20 kms

the car body, the engine, the suspension or the transmission.
this is a hands on thing ,nobody can answer here, we cant drive your car, nor inspect it.
take it to a mech, as this shudder can be a very dangerous reason
and posting here only delays this discovery.
the car is a complex mechanical system.
so now I guess, my useless guess. the tires are out of balance
or the lug bolts are falling. off..

I have a saturn Vue 2003 with 150,000 miles. there is a loud humming noise when driving coming from the rear of the vehicle. I have rotated tires and balanced. Tires have 65% more wear to go. Muffler...

Based on your description: 150K+left rear slowed down much quicker than the right +/ and the humming noise, there is a great possibility that the Wheel Bearings will have to be replaced.

NO POWER / SHUDDER

Is it a standard or automatic transmission? If standard, your clutch may be slipping. While driving down a straight road, push the brake while still in gear and push the gas pedal as well. If the engine slows with the vehicle, the clutch isn't slipping. If the engine speeds up while the vehicle is slowing down, the clutch is slipping.
If it is an automatic, check the transmission fluid. You may be low and the transmission is slipping while under load, or the torque converter is slipping for the same reason. You may have a bad torque converter clutch switch, but the computer should have picked that up and made your "Check Engine" light come on.
These are the main reasons you would be losing power going up hills unless your engine isn't powerful enough to handle the larger tires on extreme hills. (It takes more power to turn a larger wheel going up hill since the vehile has to travel further for each revolution of a larger tire. Incidentally, have your speedometer checked. You will be going faster than what the speedo says since you put larger tires on.) Good Luck.
