I looked at e150, 5.0L engine.
Does the blower motor work? If so, does the engine reach normal operating temp? If so, are the heater hoses, hot? Circulation through heater core? Next, maybe a temp door under the dash has a problem?

It is located under the dash of the vehicle on the passenger side of the car!------------------------------------------------------------------------------

It is not a fuse it is a relay. It is locked in the fuse box in you engine bay. Read the inside of the fuse box cover and it will tell you which one it is.

owner manual will tell you fuse layout. If you have only high speed, you have a bad resister. 4 wires.

Resistor —Heater Blower Motor Switch Removal

1. Remove the battery (10655) ; refer to Section 414-01 .

1. Disconnect the heater blower motor switch resistor connector.

1. Remove the heater blower motor switch resistor (18591).
   1. Remove the two screws.

Probably the resistor plug located under the dash.

Could be a fuse or a relay, they are usually under the hood in the "Fuse/Relay box". The exact location should be indicated in the box cover and/or the owner's manual of the van. To try the relay, most of the relays in that box are the same, you can try switching it with another one and see if it works. But, i suspect a possible bad blower fan motor, they seem to go quite often on Econoline vans. They are a pretty simple item to replace, located under the hood on the passenger side, on the firewall. To diagnose for a bad motor, unplug the plugin on the motor, and with the key on, heater control to max, use a test light or a multimeter to check for power and ground at the plugin. Another thing, is the fan not working on all speeds, or is it working on max speed, the reason for my question is, if it's only working on max, the resistor (used for lower speeds) is probably bad. It is located close to the motor in the airbox on the passenger side of the firewall.
