Question about 2012 Hyundai Elantra
I don’t think it is your clockspring as that usually affects your indicator/wiper stalks. However it can affect your hooter. Do a quick test by pressing and holding the horn while turning the wheel from full lock to full lock. If the horn temporarily comes on then it’s more than likely your clockspring. Try disconnecting your battery and removing your airbag. On the left and right hand sides of the steering wheel there should be a small hole with either a torx screw or a pressure clip that would need to be unscrewed or pressed in order to remove your airbag. Visually inspect the wires and plugs if all is okay then check for voltage at the plugs.

It could be, but you need to do some trouble shooting to determine the issue. Is there power to the switches? is there power to the clock spring? Is there continuity through the clock spring? Determining where the issue is will save $$.

Replace the clock spring, or check all the cabling and plugs first. If you are inexperienced take it to an auto electrician, otherwise do it yourself but disconnect the negative battery terminal for 2 minutes prior to opening the steering wheel to check the plugs, as not doing so could cause the airbag to go off. In addition you can also take out the airbag fuse. Check radio control plugs and close it up again and reconnect everything in reverse order. If that doesn't fix it, then have the clock spring replaced professionally, its too much mucking around if you don't know what you're doing.

I would get the owners manual out and find out where the fuse is for the cruise control cause there is a pickup switch for the cruise under the hood by the throttle body when it is engaged you don't have to have your foot on the pedal

The lights on the steering wheel are in the switches. To fix the lights, the whole switch needs to be replaced. Same thing goes for the Tempature Controls and radio. Overall, I think it would be very expensive to replace all of the switches to get the lights working. I have the same vehicle, and almost all of the lights are out.
I think the lights behind the gage controls are replaceable, although you still have to rip out most of the dash to get to them.
I have the auto-sense wipers, so I was leaving the wipers on all the time, and the would only work when needed. The bad part I finally found out about this was that while the wiper switch is on (even though they were not wiping), it caused all of the dash lights, switch lights and rear parking light to be on. I think this alone significantly cut down on the life of the bulb.
For now, I am just living without the lights. The temperature control is very expensive (just the part alone).

The clockspring behind the steering wheel is possibly defective or unplugged. It is the one and only component that all of your symptoms have in common.
