Regulator in alternator obviously faulty, have it bench tested & fixed or replace alternator, and cure your problem.

I would replace the alternator. The test might of proved it was ok but that just checks to make sure its putting out the amperage its rated at. Sounds like its shorted internally and putting out full amps all the time.

Disconnect the fan motor and see if the fuse still blows, if it doesn't you may have found the problem and the fan needs to be rep[laced a 30 minute job just a few bolts..
Check the voltage regulator. If it is giving a to high voltage, it can cost you its of bulbs and in the end the electronics in the car. There voltage should be under 13,6 volt.
