Inside of the fuel tank. Chrysler products have a sending unit that has the pump, filter, and regulator together.

The fuel pressure regulator is located under the intake plenum attached to the six in one fuel injector.They leak quite often causing hard start conditions.The injector is also known as a spider injector which will come with the regulator .

The fuel system is under a constant pressure, even with engine
off. before servicing the fuel filter/fuel pressure regulator, the fuel
system pressure must be released.
CAUTION
The fuel system is under pressure when the engine is running, 58
psi, plus or minus 5 psi. (400 kPa plus or minus 34 kPa). The fuel pump
module contains a check valve to maintain some fuel pressure even when
the engine is not operating. This will help to start the engine. Before
servicing the fuel filter/fuel pressure regulator, the fuel system
pressure must be released.

Some of the Sebrings have two filters(one is called a sock).The sock(which all sebrings have) is located in the fuel tank itself on the pump module.If this model is the JXI then the external filter is located on the belly of the car between the tank and drivers rear seat. I hope I could help!!!
