Pushing the horn button on the steering wheel doesn't sound the horns , is that what your saying ? Is the air bag light lit on the instrument cluster ? Could be the clock spring ,located in the steering column .Would need to pull the steering wheel . Or could be the integrated power module , Chrysler , jeep , Dodge vehicles have known problems with these modules , all kind of electrical problems .

The metal plate in reference above has small copper contacts. If they do not meet the horn will not work. We used a dremel on ALL of the contact point and it made no difference, the horn still only works about 5% of the time. After a whole lot of testing (I have the same issue with my 2000 Toyota Sienna) we found that the ground is weak, too weak for the relay most times. At this point I am going to run an alternate ground by "borrowing" the wire for the mute button for audio controls through the clock spring. The existing ground connects to the steering column. Before we discovered this I spent $285 on a new clock spring :(

Depending on the year of the vehicle, always disconnect the battery when working on electrical or anything else on a vehicle. For your protection. Even a seasoned tech will do the due to the air bags in today cars. But to your question, yes you will have to get a puller to get the steering wheel off. There are different dies that will protect the thread of the steering shaft as it is removed. If you have locking steering wheel you will need a special tool to remove the "C" ring that holds the cog. And the contact ring will be under that. The other contact surface will actoally be on the steering wheel itself. And if that is bad then you need to aquire a new/used steering wheel. Hope this helps you out.

first check the fuse. you may have a bad wire and the cover for the horn may have to be removed but there is an air bad so ask the dealer.
