The cooling fans always receive power form the battery. The relays, when applied, allow the ground to pass onto the fan motors to operate them. Either your relays are stuck in the "active" position, or your fan motor wires (white with the black trace) are getting an unwanted ground. Remove all 3 of the relays, and the magnet clutch relay, see what happens. If the fans quit, the relays are at fault. If the fans continue to run, you have a fan motor ground wire shorted to the ground.

You can but it is a LOT of work. You have to get a complete wire harness and route it to all your doors which means taking out about half your interior and some of the dash. Power windows use different tracks inside the doors as well as different mounting plates on the bottom of the windows so everything inside your doors needs to come out first before you can re-install the power windows. You will also need to replace the inside door panels to get rid of the hole for the window crank. Since this would be extremely expensive to do buying from the dealer you will have to try and find the parts at a salvage yard and the car is only a year old so parts cars are likely to be scarce. You will also need access to a wiring diagram for the car to make sure you have all the needed relays, fuses etc. to run the system. Hope this helps.

my guess radiator fan.
the CEL lamp is on, "? running,that means there are huge errors stored, why not scan it, a tool is like $10 (ask) or free scans at all ASE shops.

Overheating

If it runs cool when you are moving the fan clutch is probably weak. If it overheats when moving down the road you more than likely have a radiator problem. Make sure the fins on the radiator and clear from debris for max cooling system efficiency.
