I have a black and a white wire going to coil on 1991 dodge Dakota which one goes on positive side

the wires that come from the ignition go on the + terminal of the coil. As most earth wires are plain black I would say the white wire to the + terminal and the black to the distributor

Getting no fir to coil, changed coil and igniter, still no fire, can't afford much more. stab in fuses have been replaced under dash and under hood except larger amp fuses w/clear tops, visually look fine

Are you getting power to the coil from the ignition switch? Use a 12 volt test light with the clip attached to engine ground. Turn the key on and backprobe the connector terminal with the black wire/red stripe. If there is no power to the coil, trace the wire back to the ignition switch to see if it is broken, or replace the ignition switch.
If there is power to the coil, open the distributor and check the components there for excessive wear or broken wires on the pickup coil.
Please let me know if you have more questions.
