I live in the northeast and it's cold now. (Not sure if that's part of the cause) Engine starts and idles fine, however, you can put the accelerator to the floor and only get 2k rpm. It slowly gets better as it warms up.

Have you pulled out the spark plugs to see if there are any tell tale signs on them.They are a good indicator of many problems that occur and can save a lot of time isolating the problem.They should all be the same colour.Is the air box and lid properly secured with no leaks or splits in the intake tube.Have you put injector cleaner in the fuel tank to clear up any possible dirty injectors.Therse a few things your problem could be including engine vacuum leak which you can find by lightly spraying carburettor cleaner around suspect places such as inlet manifold and around injector seals.

It sounds like you may have a problem feeding the fuel to your engine, I had the same problem with my 89 RS. All the 1989 model's fuel systems were recalled. I think you may need a new fuel pump. The fuel pump is located inside the gas tank in the rear of the car right under the rear axle. The fuel pump itself isn't too expensive, but with other small parts such as the electrical harness upgrade and fuel filter and the labor you should be looking somewhere in the $500 range. I had a similar problem. I found the filter cartridge below the pcv valve had carboned up, and after the crank case pressurized, oil was forced out the pcv supply line to the throttle body. The idle air control valve solenoid got oil in it and caused my problem, but only when it was cold. The pcv cartridge is accessed by removing the pcv valve and the rubber fitting that the pcv valve mounts in. It can then be fished out with a pick set, and it is a pain because you can't see it, but you can get you hand back there. I hope this helps you.

Vacuum leaks. Check all hoses and intake bolts. Leaking EGR or plugged PCV valve. Air filter plugged. Leaking head gasket. Worn timing chain. Camshaft lobes worn. Valves burned or leaking. Fuel idle control system or sensor. Good luck!
It can be issue
with IAC( idle air control valve) causing the problem.
There
are many other possibilities causing these idle issues. Engine idles rough.
