They are pretty simple. There are a bunch of plastic fasteners under neath and in the wheel wells. Once the inner fender liners are out of the way there are a couple of 10mm bolts that go thru the top side edge into the fender from the bottom.

When you pull it up all the way, you should see a very small hole at the base of the rod. Poke a small nail in there and that will release the catch.

You'll need to remove screws that are by the door handle, arm rest, under door and side of door and then gently pull back on the panel as there will also be retaining clips attached and you don't want to break them. You'll need to lift the door panel upwards in order to get it off the window ledge. If needed, you can pull back the weather seal (can't reuse it, but it's not that important) and you will be able to access everything inside the door

On the inside trim, you can remove screws that are by the door handle, arm rest, under door and side of door and then gently pull back on the panel as there will also be retaining clips attached and you don't want to break them. You'll need to lift the door panel upwards in order to get it off the window ledge. Then you'll need to manipulate the panel and disconnect the door handle linkage from the door handle and disconnect the wiring for your controls

Actually no you don't. Crank your steering wheel all the way to the right so yo have the maxumum clearance for your hands and arms in the front of the wheel well. Remove the plastic clips that hold the wheel well splash guard and pull it back enough to allow access to the interior of your bumper.
Replace bulbs as needed.
Yes, a jack is nice and makes it a touch easier to access, but I did this in an AutoZone parking lot during a cross country road trip.
5 mins tops to complete.

I think most of the fasteners are plastic "pop-rivets" which must be drilled out or sheared. Body shops have a large pop-rivet tool to replace these on re-assembly.

KMTANNER is correct for the 2003-2007 CTS. For the 2008+ CTS, you need to remove the bumper. The bumper comes off fairly easy, but there are a 2 hidden screws. Look for the youtube video on removing the bumper. I have a 2004 and 2009 CTS. I did both.

I'm guessing you are talking about the cover or fascia and not the enforcement part of the bumper assembly. Below are the instructions for removing the fascia. Also in some other pictures and instructions are for the air deflector which is only the bottom part as well as the extention which basically snaps in but be careful removing it not to mess up the clips. These were the largest pictures I could post on here due to a size limit when posting. 2004 deville front end vibration at 67-75 mph

Check your strut mounts, and front struts, my 2004 cadillac deville did the same thing between 67 and 75mph and after time it shook between 58 to 80mph, and it was the front strut mounts were egged out, and front struts were weak. I had my tires balanced, wheel bearings replaced, and it didnt help.
