I tried jumping the starter relay and it cranks but no start. I'm wondering if the anti-theft system is locked.
Make sure the park netural switch is properly positioned and hasn't slipped out of alignment,if this is a automatic transmission.
Have the OBD codes read this will give you the codes for the faulty sensors/component
Starter selonoid
Could be camshaft sensor or crank shaft sensor, my advise to check the computers errors first

Make sure battery has a full charge and connections all good. Click on the link for diagram. The starter relay has two sides, the switch side and control side, the control side is left side of relay in diagram. The control side needs voltage and ground, in the diagram, control side, top wire is voltage and bottom is ground, grounded by pcm. I looked at your security system, it said passlock, usually passlock is just fuel injector disable, but, I can't be positive about your vehicle.
SOURCE: 1997 ES 300 How to reset anti-theft system when car won't start
With the doors shut, insert the key into the drivers door lock. Lock and unlock the door 5 times. This should reset the system. If that doesn't work you should contact a qualified repair shop.

First thing I would check is to see if you have power at the trigger wire of the starter motor while someone is trying to start the vehicle for you. It will be a Yellow with a light blue trace. If you do then I would check to see if the main battery cable has power to it all the time when someone is trying to crank it. If it does then I would hold a test light on the case of the starter motor and have someone try to crank it. Make sure that the ground you use for this test is on the negative battery terminal not just anywhere on the car. If the test light lights while you are cranking it then you have a bad ground. Hook up a set of jumper cables from the battery negative terminal and clamp it directly on to your starter motor and see if it starts. If you check it and the test light doesn't light up and all the other checks are good then your starter motor has failed. If one of the other tests has failed then you have a starter relay problem or something else. let me know what you find out.
SOURCE: anti theft dash light is blinking on my 1998 rodeo
I'm assuming its an original alarm or system that came from factory or dealer. When the light blinks is because the alarm is activated. Look underneath the radio the alarm brain might be there. There will be a label on it saying alarm or security system etc. Disconnect the harness to it and try operating your vehicle.

sounds like aaa might have popped your main fuse. i would call aaa back and tell them your problem. they are responsible.

are you referring to the starter relay on the firewall? the voltage should drop to 0 when measuring across the signal path because the connection is made, essentially making it a piece of wire and there is no difference in potential between the two points. is there 12v to the starter motor? is the starter solenoid (located on the starter) receiving 12v? check fuses and fusible links. disconnect hot leads from the starter. remove the starter, and supply 12v directly to the motor. does the pinon gear extend and spin? starter.
