Question about Cadillac Eldorado
This happens when pcm warms up and goes from open loop to closed loop . I think an electronic component is bad as it is intermittent some times idles properly at 700rpm
Surging idle is almost always caused by a vacuum leak, not an electrical issue.

WHEN ENGINE GOES CLOSED LOOP TO OPEN LOOP.YOU HAVE A RICH FUEL MIXTURE.YOU HAVE A VACUUM LEAK.BY YOU HAVING ROUGH IDLING.AND A HIGH MILEAGE ENGINE I WOULD DO A COMPRESSION TEST OR CYLINDER LEAK DOWN. CHECK FOR LEAKING VALVES AND LOW COMPRESSION .THEY BOTH WILL CAUSE ENGINE TO IDLE ROUGH CAUSE MISFIRE.CAUSE OPEN LOOP CONTAMINATE HO2 SENSOR CAUSE A RICH FUEL MIXTURE.

no take that ****** out and give it a bath in carb cleaner 20 mins coat with wd 40 reinstall if its better by a new one any way only a temporary fix dont////dont turn any screws

Since you are not getting any codes , I think your problem may be in the fuel system.Have you checked the fuel pressure / regulator? Or any voltage drop in the system.
