TIPM - totally integrated power module probably . Chrysler has a recall on some of their vehicles .

My 97 T&C has 180K and has the exact problem. One can remove the cluster and try resoldering the connections in the back side around the middle of the back panel. Another site reported two people were successful with this approach. I'm going to give it a try. If it doesn't work, I'll try the second hand cluster from a junk yard.

02 or 08 if its an 02 and its the original battery replace the battery you received 3 extra years on your battery . if you jumped the car incorrectly there is a fuse link under the hood that blows out to protect your system. if its an 08 take your battery out and have it tested at your local auto parts store, may need a charge if this does not work i need more info
ps if your headlights come on strong with no real dimming of the interior lights battery is usually ok, if the interior lights dim or go out baterry is usually in need of charge or replacement , must see what caused that to happen, need more info
