Most likely a fuse. Check the fuse box and refer to the owner's manual to see which fuse it is, or you can just pull the fuses until you find the one blown. Horn fuses are 15 amps most of the time.
If its yellow, thats a good thing. Check in the trunk that the two knobs that hold the top when retracted are in the down position. Top should drop like it always has. LOVE MY Z4!
On a z4 the whole top has to be removed to add oil. The hydraulic pump is connected to the top in the drivers side b-pillar; Usually the convertible top motor will end up being submerged in water because the drains get clogged. I would recommend taking the vehicle to your local bmw dealership
