A simple question but the answer is not simple. The vid is purportedly good and you'd be much better joining the forum or an other Volvo forum if you aren't in uk, if you run into problems.

The timing marks on the cam gears align with the timing marks in the rear timing cover. The timing mark on the crank gear aligns with the timing mark on the oil pump assembly.
The tensioner is set by rotating the tensioner clockwise until the holes in the tabs on the left side of the tensioner are aligned, then tighten the center bolt.

960 does not has a timing mark on the crankshaft pulley. The engine timing and firing are controlled by the ECU.

Hi, this is how to align timing on a 1991 Volvo 740.
There are marks for all three. Cam and Aux shafts have dots on face of outer gear. Cam lines up with mark on rear timing cover(about 1 o'clock). Aux lines up with mark on seal housing (about 3 o'clock) and crank lines up with mark on seal housing (about 12 o'clock).

the public library has a great online service. otherwise just take a picture of before and make the after look the same and mark the wheels so there in the same spot

No, you are fine. it wont damage the valves.

There should be a mark on both the cam gears, and a mark on the crankshaft gear. There are some important steps when you replace the belt on this car. If you make a mistake, you will cause engine damage so make sure you get the information before you do the job. I recommend replacing the tensioner when you replace the belt too. Look for tutorials on some of the Volvo forums.
