Could be a burned out bulb or LED. could be a fuse feeding that circuit...are any other lights out? If so could be a common fuse.
Try replacing the bulb.
If the immobilizer (green key) light does not show when it should then it could be the bulb, the immobilizer unit by the key, or the computer. I have encountered this issue on a couple of this model civic and had to replace the immobilizer unit. If there is nothing jammed in the barrel, you will need to pull apart the lining of the interior of the door, disconnect the power motor for that switch, then see if it locks by key, sounds like the motor is seized, of out of allignment, easily fixed with a second hand or reco motor, or witha simple adjustment. that green key is the immobilizer system indicator. It comes on for a few seconds when you turn the key to ON. It will then go off if you have inserted a properly coded key. If the key isn't coded properly, the green key indicator will flash and the engine won't start. The indicator also blinks several times when you turn the key from ON to Acc or Lock. This is normal. (From owner's manual under "Indicator Lights")

I had the same problem with my daughters 97 Civic. A poorly cut new key was lodged in the ignition. I did a combination of things: WD-40 (Not too much) That did not work. Then out of desparation I applied cold ice packs to the key while at the same time using daughter's blow dryer to heat up the ignition slot. My theory being maybe I could possibley shrink and insulate the key with cold while expanding the ignition slot with hot air. Did it several times without success and just when I thought my theory would not work; lo and behold daughter reached over from the pasenger side (Car in neutral) and pulled out the stuck key out!
Maybe I just got lucky but it's worth a try before you pay a locksmith or dealershipt to fix it.
Lesson learned: Have your Honda dealership cut your spare keys!

if its a standard check the clutch pedal switch if its an auto check the neutral safety switch and check the fuse in the fusebox that says CRANK
