THE FUEL PUMP IS LOCATED INSIDE THE FUEL TANK.YOU HAVE TO REMOVE THE FUEL TANK TO REPLACE THE PUMP.THE FILTER IS LOCATED UNDER THE CAR NEAR THE FUEL TANK
Take the car to a repair shop. It is a much less painful experience, and you won't get any fuel in the face. Take it from me, there is little to know room to get a line wrench on the fuel line, and the supposed quick release line on the other side is not quick and easy to get off. Take it to the repair shop and let them fight it. Maybe they have done enough of them that they know. I have changed the struts on this car and this was very easy, brakes easy. Fuel filter, take it to the repair shop, it won't cost you much money to do it.

check the fuel pump fuse, and if ok look foe fuel pump relay and replace it

It is on the passenger side right behind the washer fluid fill tube. You can follow the fuel lines (look like 1/4" black tubes, some are clear) from the injector pump to it. It is a caniser a bit bigger than a normal looking oil filter and sits between the washer bottle and the metal that forms the wheel well. It is held in by a screw type clamp about half way down the cylinder. Probably isn't the fuel filter unless there is air in the lines to the injector pump or they didn't bother to fill the fuel filter up with diesel after putting it in. There is not a fuel pump in the tank in these cars so everything is sucked up by the injector pump and it needs to be primed properly.

if the engine turns over, but just doesn't start, you need to do some checking, check for spark from the coil, or coil packs, if that checks out ok, have the crank and cam shaft position sensors checked, timing belt, computor. I know it's a pain, but I have worked on cars for 40 years, something like this you have to use process of elimination, without testing, you could replace things you don't need. ( expensive) good luck).
SOURCE: Where is the fuel pressure regulator on a 2003 oldsmobile alero?
There are 2 fuel lines connecting to the fuel injector rail. The larger line is the pressure line and the smaller line is the return line. The smaller line attaches to the fuel pressure regulator. You will notice that the regulator also has a vacuum line attached to it. If you are planning on changing it your self, let me know. There is a specific way to change it for safety reasons.
Let me know.
