Hi tel me ill want to connect up a obd2 pluk to 1997 lexus 1uz vvti ecu ill need to no wer the 16 pin wiaers are connect to ecu

The connector will always be in or very near to the driver's footwell. The most common place is tucked up under the trim panel at about knee level.
Open the drivers door wide and look in the footwell. Look underneath where the pedals are connected to the floor, over on the door side. On some models it is near the bonnet release lever.
The photo below is from a Lexus CT 200h but shouldn't be that different.

Will a power steering pump off a 98 lexus es300 work for a 98 lexus ls400?

best ask a steering specialist shop as the engine identification shows a es300 as a 1mz-fe (3.0 ltr) and a ls400 as a 1uz-fe (4.0 ltr)
there may be mounting differences between the engines

Will the motor from a 96 Lexus ls400 fit into my 99 Lexus gs400

It should fit. The issue is the engine wiring harness reference: 1uz-fe(1996) and 1uz-fe vvti (1999). and some engine accessories relocation. GL
