Had similar problem with 2003 Dodge GC. Replaced the parts you mention + rack & pinion, then to fix the now noticable whining noise, replaced power steering pump and pulley. Fortunately was under an extended warrentee at 46k miles.

Yes, there's a special tool called an "inner tie rod tool". It has special crowsfoot type pieces that attach to a long tube with a 1/2' drive ratchet hole in it. First, remove the outer tie rod (COUNT THE # OF REVOLUTIONS WHILE UNSCREWING IT!!) Take off the jamb nut. Take the boot off. Use the tool to remove and replace the inner tie rod. Re-install the boot, jamb nut, and outer tie rod. If you count the # of turns it takes to remove the outer tierod, you'll be able to set it back where it was enough to drive it. i still recommend an alignment though.

Autoparts store should have them, if not dealer will, and are fairly easy to change. Garage should not charge more than 1/2 hr. labor each.

Replacing steering components is not that easy, and you have to take it somewhere for an alignment afterwards anyway, and if the shop did not do the work they are going to charge you a lot for the alignment. I'd take it somewhere and let them fix it for you.
I wouldn't take a long trip with bad steering components. If something broke, the best outcome is you'd be stranded, but the worst could be you lose control and crash. Paying somebody to fix it would seem really cheap compared to that!

yes they are the same. 8 months sounds premature, but if it was an inexpensive brand X part they used it is possible.
