you most likely have a bad airmix servo. this happens alot on these. they are expensive to replace too.

you most likely have an "air gap" or "tone ring" problem with one of your sensors or tone rings. i would suggest letting a technician diagnos which problem it is, as it is a diagnosis that requires some experience.

As the car ages the 02 sensors can clog and need replacing, however check your gas cap first to be sure it is tightly secured.
If they are fouled, the 02 sensors will trigger the check engine lights and vsc lights to come on. An exhaust leak can also give a misread. The problem code will identify the suspect are and depending on location this can be as easy a fix as changing a spark plug, but you will have to find someone with a code reading device to determine what area is the problem.
On occaison you will also have a sticking throttle body mechanism at the back end of the large rubber sorkle under the hood. This area has a butter fly valve like an old carb which can stick and cause idling issues as well. You can sremove the snorkel and look inside to see the mechanism, then spray clean with carb cleaner while idling.
Changing one 02 sensor may cause the VSC light to come on again as the system readjust your fuel ratio mixture. Be patient and pay attention to the readings before changing all the sensors randomly.

P0037 LEXUS Description
Oxygen Sensors (O2S) or Heated Oxygen Sensors (HO2S) need to reach a minimum operating temperature of 750 degrees F to produce an accurate voltage signal. The faster the heated oxygen sensor reaches that temperature the faster the sensor will start sending an accurate signal to the Engine Control Module (ECM).
In order to achieve the require temperature, a heater element is included inside the heated oxygen sensor. The ECM controls the heated oxygen sensor heater element based on signals from the engine coolant temperature and engine load. The ECMcontrols the heater element circuit by allowing current flow to ground.
The ECM monitors the voltage signal received through the heater element circuit and determines the state of the circuit by comparing the voltage detected with the factory specifications.
