I don't believe your particular vehicle's cooling system needs to be bled during coolant filling, but check the coolant level first. It seems that the coolant level is too low for the sensors to be able to sense the temperature, or the sensors are disconnected. Look for a connector on the intake manifold, near the coolant outlet. Ensure it is properly connected.

I own a 1997 caravan and had the same problem, turns out there is a fan relay switch mounted on the inside of the drivers side frame rail under the battery tray.. cost me 80.00 hope this helps..

Check the sensor near the thermostat housing.

the connector has a release lock tab push in and release......what might of happen is that the connector got HOT and melted in the fan terminal .seen that more than once happen.. if so cut it off, get a new connector and splice to the loom ...as for the fans intermit operation...check the LOW/HI relays in the relay box located RF in the engine compartment also...hope this helps you..GL

There is a fan relay in the fuse box in the engine compartment. Usually that is the reason why it won't turn off. It fuses in the on position. If you have the manual it will say which one is the fan relay. just pull it out and get a new one. They are not expensive.
Hope this helps
