Did a little research and apparently dodge thought it would be a great idea to get rid of relays and fuses to the lights. Instead we run off of a tipm (Totally Integrated Power Module). Dodge for your year uses the TIPM but can only be reset by dealer and only 5 times. GL ?
The fuses are located in the fuse box under the hood. The underside of the cover will list the fuse number you need. I have attached an image as a guide for the symbols to look for.
yellow - high beam.
red - dipped (Low) beam.
green - side lights.

relay is located on driver side under hood mounted on fender back from battery use a test light there is a couple of relays there also going to distributor good luck

pop hood, the filter is in the rear of the engine compartment, on the left hand side as you are looking from front to rear, the filter is under what looks like an excess door, an inch deep and 10 inches wide with a release catch on it.

First, it would be nice to know WHICH fan you are talking about. The engine cooling fan? The heater-A/C blower fan?
Second, this might be the time to educate you about fuses. Fuses do not cause electrical failures, Electrical failures cause blown fuses.
With that being said, it is highly unlikely that if you find the fuse you are looking for, that it will solve your problem.

Pop the hood and look straight down on the top of the light, behind the light there should be a screw hole (one round and one oblong) to the left and the right. You'll need a torx driver (I believe a T15) to adjust these. The round hole is for vertical adjustment and the oblong is for horizontal
