Who replaced the ICM ? Check engine light on or flashing ? Without looking the vehicle over an doing some testing , would only be guessing as to what the problem is . Are wires hooked up correctly ? What's the fuel pressure ? Hooking up a scan tool that can view engine sensor data parameters should be done , checking for vacuum leaks , checking fuel trims - short & long term trims . Are the O2 sensors switching normally ? Why was the ICM replaced ? Didn't start an run ?
SOURCE: Tune up and ignition module, cap rotor and any other ignition part that can be serviced
There is a ignition module but it most likely don't need to be replaced unless there is no power to the spake plugs. Most common tune up will be the spark plug and wire set. the three front plugs will be eazy but the rear three plugs can be entertaining. Just take your time and change the wires and plugs one at a time. Buy platinum plug so you can get 100.000 mile before you have to change them again and anti seize so you can take the plugs out again.
You can go to the rear plugs from under the van, the maintenance book calls for the two front engine mounts to be disconnected and pulled forward to get to the plugs from the top, but that's not as fun as being under the van.
As for the Ignition module, they ether work or they don't, so if you don't have any weird idling and miss fires at all, then it's just do a plug and wire replacement, a good cleaning of the throttle body and new air and fuel filter. Don't for get the Oil and filter change too, here is a trick with the oil filter, buy the oil filter for the 4.3L vortec off a blazer 1996-2005. The filters are the same size but longer giving you a longer oil filter life.
Good luck and hope this helps. keep me posted if you have more questions,
Your vehicle does have an ignition module. It's located under the ignition coil pack. (the 3 ignition coils) It's not cheap to replace. AND it's a bad guess as being the cause of your sputtering problem. Charlie
SOURCE: whats the best way to replace the rear spark plugs
The advice of leaning the engine forward seemed useless as you still cannot access the rear plugs well enough to change them (in my opinion).
We went at them from underneath. If you have a lift, then you are in luck. If not, use ramps (we did). My son-in-law has smaller hands and was able to change two of the three from underneath. The one that is closest to the passenger side was changed in combo with him underneath and me from the side of the engine. Most of the work was done on this left rear plug from the side of the motor with the guy underneath helping.
We also found that using a mirror on a stick helped a bit to get an idea of which way the plugs were angled etc. But...you will do it blind and it will take you 2-3 hours for the rear plugs.
We did not bother with the wires...we had new ones on hand but since the motor was running clean and smooth I opted out of the added frustration. I would say replacing the wires is a good idea however. We just weren't having any fun at this point!
Go get a medium duty ratchet strap. Hook it to the big metal loop on the front of the engine on the right top side of the block. Take the other end of the strap and run it down under the bumper to either the frame or the metal part of the bumper make sure it is secure. take up all the slack in the strap. on the front of the engine there are 2 "bog bones" that hold th engine to the core support take one bolt out of each and flip them up. Once this is done ratchet the engine as far forward as you can. Next remove the alternator and you can now get to all the spark plugs. Just reverse this process to put it all back together. I deleted the original answer. the person who posted it said his way would take about 3 hour(and left you all brusied up after words). this way will take less than 45 min. with minimal knuckle damage.

CANT REPLACE PCM AT HOME.DEALERSHIP HAS TO REPLACE REPROGRAM PCM AND THE THEFT SECURITY SYSTEM.
SOURCE: hard shifting... book say check vacuum modulator,
For some reason I think it's electronic controlled and not vacuum modulated. I could be wrong. Good luck
