My 2001 Toyota Echo makes a squealing noise when turning the wheels. I do not have power steering. What could this be?

Have you checked for the power steering pump as some of the Echo's did have power steering fitted as an option?
Here's a quick test for steering issues. Start the engine. When the car is NOT moving, turn the steering from fully left all the way to the right and back again. If this is easy you have power steering. Listen as you do it. If it squeals it could be a belt, a pump or the rack itself.
If there is no squeal the problem is somewhere in the suspension links or, as yours is front wheel drive, the issue could also be the CV joint in the drive shafts.

The Power Steering Belt tension requires adjustment, to give it more tension, to cure the slipping, resulting in the squealing, or perhaps renewal, due to cracking or excessive wear.

Your Power steering Belt, belt is your primary problem.

take a look some pullies are spring loaded and it may require a ( not recommend unless stuck) but a pry bar. if spring loaded is the case there should be a tool that you could rent that is use for prying the pulley.

Note: make sure to release slowly so not to damage pulley.

Check the heater fan motor they have a tendency to have the shaft bearing wear out and make a squealing noise from time to time depending on how the shaft wobbles and that is the reason you don't hear it when the heater and ac is off.

The squealing noise when turning the steering wheel happens in most cases when the power steering fluind is low. Check to see if there is power steering fluid in the reevoir. If not add fluid to the proper level and the squealing should stop. Good luck

The noise is probably caused from air in the steering system. To bleed the air out of the system, start the engine and turn the steering wheel back and forth slowly, but do not turn it all the way to the steering stops. Continue to do this for several minutes. The air will slowly bleed out of the system. If that doesn't stop the noise, then it could be the belt slipping.

IF your unit has POWER steering, it might be low on fluid, check this first. taking off the cap on the power steering unit itself,,,fill it with correct power steering fluid, IF it continues to make this noise, you might need to replace it??

Power steering makes loud noise after driving for 30 minutes or so. it makes noise every time you turn the wheel but not really a squealing more of a whinning. Do I need a power steering rack?

If the rack is accessible you could try to bleed the rack lines to get fresh fluid to the rack. Sometimes this helps. If not accessible or bleeding doesn't help Yes the rack is due for replacement.

1984 Toyota PU 4WD 22R Engine Makes Squealing noise at PS pump

you have to bleed the power steering system. you have someone turn the wheels to the left while you watch the power steering fluid level adding as needed. than repeat turning the wheels to the right. and repeat until the noise seems to get quieter and you don't have to ad any more fluid.
