Have you checked for the power steering pump as some of the Echo's did have power steering fitted as an option?
Here's a quick test for steering issues. Start the engine. When the car is NOT moving, turn the steering from fully left all the way to the right and back again. If this is easy you have power steering. Listen as you do it. If it squeals it could be a belt, a pump or the rack itself.
If there is no squeal the problem is somewhere in the suspension links or, as yours is front wheel drive, the issue could also be the CV joint in the drive shafts.

The Power Steering Belt tension requires adjustment, to give it more tension, to cure the slipping, resulting in the squealing, or perhaps renewal, due to cracking or excessive wear.
Your Power steering Belt, belt is your primary problem.

take a look some pullies are spring loaded and it may require a ( not recommend unless stuck) but a pry bar. if spring loaded is the case there should be a tool that you could rent that is use for prying the pulley.
Note: make sure to release slowly so not to damage pulley.
