2004 chevy silverado 1500 4.8l pulling the motor there is a cross bar underneath the motor does it have to come off?

No, Motor comes out the top. Remove hood (With a friend you trust) remove all water hoses from engine, remove wiring from top of engine to fuse box on fender (Be careful if clips are a bit stuck), Undo Exhaust at Manifold / Pipe joint ( This will be a challenge, WD-40 and heat will help),
undo transmission bolts ( Support Trans ) then remove torque converter bolts through Stainless access port, Undo Motor mounts, Chain with large bolts bolted into accessory brackets lift slowly in case you missed anything like Ground wires (Be careful with these as they can cause weird problems later in life) Go Slow, Find a good buddy that has done this before buy him a few beers Not an 18 pack!

under hood in fise box driver side. if that is all good most likly if blower is not working ,, blower motor or blower moter resister is bad along with the harness.

How to remove oil pan in 2003 chevy silverado 2500 hd

You most certainly have to remove the motor mount bolts and jack up the engine to remove it. If exhaust passes under the pan you will need to remove it also.
Also unbolt the fan shroud as it has to move with the fan as you jack up the motor to clear the cross member.

The fan speeds are not workig on my 2004 Chevy quad cab. Compresor ok. Can feel some cool air out of vents when driving. Please help

check fuses then try turning the fan to high and give the heater motor a bump underneath the dash on the passenger side .. this will usually get them spinning and will tell you if it's worn out. Another thing is a resistor that fails that is located about 10 inches to the left of the motor but they usually give some sign the are failing by dropping speeds first.

Speedometer

The stepping motors in the gauges go bad. do a search on ebay for CHEVY SILVERADO INSTRUMENT CLUSTER for cheaper repair options. The dealer charges around $300.00. It will continue to worsen.
