Your blower motor resistor is bad.

    i changed the old one (resister) ,and still only 1 blower speed,low, and radio don't have sound

SOURCE: heater/ac blower

Usually when the blower loses speeds over time the problem is the blower motor sensor.luckily these are relatively cheap.

You might have a bad speed selector switch, or your blower motor resistor is faulty.

SOURCE: Changing 1996 Lexus LS400 headlight bulb.

you have to remove the head lamp. there are 4 bolts that hold it in. you will have to remove ouyer marker lens first.1 screw on top and pull forward. clips hold lens pretty tight.

Don't know your exact car, but in general these are located under hood on the heater box shroud easy to see and held on by 2 or 3 screws and wires just plug in. On a few vehicles I have found them under dash near or behind glove box.

Be sure you check engine oil level often. The low oil sensor will disable the ignition. If you turn A/C on the cooling fan should run continuous, Check the fan relays. Make sure coolant level is correct at recovery bottle, never open radiator cap. A scald hazard exist, be careful. This car is old and complicated, and is beyond your skill level to repair. Try to inquire here for advice, whenever possible. Don't throw good money at bad money
