It's probably on the same circuit as the tail lights. If your fuse is blowing out, don't just replace it; find the problem before you have a vehicle fire (see the last paragraph).
If you replaced the lamp and it still doesn't work, find the wire from the lamp socket that is connected to the body ground, and check the terminal ring that goes under the screw head for corrosion. Also, if there is a significant amount of rust around the grounding screw, clean it up to bare metal, clean the rust off the screw (or replace it), paint the metal except for right under the terminal ring, and put dielectric grease under the terminal ring. Many problems with external lights on older vehicles stem from corrosion around the ground wire terminal (especially head lights). If there is no significant rust, polish the ring terminal (it doesn't have to be shiny, just clean) and put the connection back together.
While you're tracing the wires, look for cuts or other damage to the insulation. If you find any, make sure the wire isn't cut all the way through or scraping on a metal edge. Use a crimp splice to repair a broken or cut wire, and use a high quality electrical tape to repair damaged insulation.
If the light does not work,replace the bulb.

First chk. all fuses and bulbs. There is a backup light switch under dash either on steering colume or someplace close. plate lights should be hooked in with running lights, If bulbs are ok chk for wire unhooked or bad ground. can't help on diagram.

there is none, will have to replace lights, should came on with running or parking lights.

The licence plate lights are in the same line as your tail light wiring assembly. I assume your tail lights are working or you would have got a ticket for that. The wire is either cut, broken or unhooked from the tail light wires (which usually are brown). If you can not find the problem, you can always run a new wire to the tail light wire from your licence plate wire. Then they should work.
Your other problem is that the license plate ground is rusty & not grounding, which would also not let them work, so you should probably check that first. Rick

the light can be replaced from the back side of the light housing . go under the back side of bumper under the truck behind lisence plate you will see the where the wire goes to the light . grab the housing not the wires and twist about a half a turn and pull gently. it should come out and then remove the light bulb and replace with new
