The reduced power message to a protection program that the ECU activates when certain engine and transmission issues are detected. The engine light should be on and OBD2 codes will be stored. You need a code reader to find these codes and their meanings. Please borrow or buy this tool and write back. Also what do you mean the starting system is locked out? I don't know if you are writing about the antitheft system, shift interlock or a bad starter.

I had the same problem with my 2003 denali and came to find out that it was the battery causing the problem. the battery with sufficient power will dictate the tps. if the battery is low or bad, it won't have enough juice to allow the tps to. work. get your battery checked.

I don't know if you already fixed it, but I had the same problem on my 03 yukon, TysonRicky is right. In my case it was the blower control module. You can find it right under the glovebox. It cost me close to $100 for a new one, but very easy to replace. Can't even imagine how much it would've cost me if I had a mechanic do it.
