Its hard to fit your hand in the small space so best to remove the 2 bolts on top 10mm that are holding the headlight in place. The from the side, pull/pop the headlight assembly forward and out from behind the front grill area. Once its out, you can easily turn the retaining collar and remove the bulb. Be sure not to touch the glass of the new bulb or the oils from your fingers will create a hotspot and shorten the bulb life. Replace in reverse order.

I have had the same problem and have managed to Fix it!!
Just behind the headlamp is a black box that contains the engine management units. You have to remove some of this box......First unclip the two clips nearest to the engine and remove the top cover of the box. Then there are another two clips one by the wing and one by the engine that will release the lower section of the box. You will need a large flat screwdriver to open the final clip at the front of the box and, with some care, you can remove the lower part of this box. The engine management units ( the two silver boxes inside the balck box) will be left in place and should be disturbed as little as possible.
When this is done you can get access to the bulb. First remove the rubber cover from the rear of the light assembly. Then you need a flat mirror so that you can see inside the headlamp to see the connector, clip and bulb. Pull off the connector to the bulb - you must do this with the bulb still in place (you will not be able to remove it with the connector still fitted). Then you have to push the clip at the top to unlatch it and allow it to hinge down away from the back of the bulb. I bent an old screwdriver to 90 degrees and filed a small notch in it to help me push the clip and unlatch it. Note which way up the bulb comes out so that you can fit the new one the same way up. I know it will only go in one way but getting it correct first time saves messing about for ages! With the new bulb fitted, push up the clip and latch it in place again. Then fit the connector and test it before you refit the rubber cover and the black box. Remember to take care when removing and refitting the black box. It does come off - honest!

There are only 2 things you can try to fix this yourself: turn off the engine and open the driver side door (to turn the radio off). Wait 5 minutes, start your car.
If that does not solve it, turn off your engine, disconnect the car battery, wait about 5 minutes. Reconnect the battery (negative pole first - black connector) and try your radio again.
If neither one of these two fix your problem, I am afraid only a GM service center or dealership can fix the problem. The Cobalt is notorious for all kinds of electrical issues.
