Angela, every light lit is usually the ignition switch, doubt it's stepper motors especially if it's all of them.

Could be the stepper motor in the instrument cluster . GM instrument cluster had bad stepper motors . 2003 to 2006
How to repair GM Instrument Cluster Speedometer Gauge Stepper

Every light lit on the instrument cluster , could be data network problem . Do you know what a serial data network is , class 2 or GMLAN ? Hooking up a professional or factory scan tool to view sensor data to ECM - engine computer .
Fuel Gage
The instrument panel cluster (IPC) displays the fuel level as determined by the engine control module (ECM). The IPC receives a serial data message from the ECM indicating the fuel level percent. The fuel gage defaults to empty if:
• The ECM detects a malfunction in the fuel level sensor circuit.
• The IPC detects a loss of serial data communications with the ECM.
When the fuel level is less than a pre-determined value, the IPC illuminates the low fuel indicator.

SOURCE: dash gas gage shows empty car runs fine previous

Sounds like the fuel tank sender unit is faulty; keep in midn that the Passport fuel gauges can be calibrated, and won't work properly when out of calibration. Your local Honda dealer has the tools to calibrate the sending unit/fuel gauge assembly. That's the first thing to try, after that if there is still a problem you may have an issue with the sending unit itself or the fuel gauge on the dash.

Hope this helps (remember to rate and comment this answer).

If you replaced fuel pump, you should have checked orientation of float to make sure it doesn't hit a baffle or anything.
You can use resistors to see if fuel gage reacts properly to the resistors, 90 ohms is full
0 ohms is empty. The wire colors for sending unit are pink and black. Take connector loose, use resistor between proper terminals, key on. If the gage reacts properly, the problem is in the gas tank.
Use a gage, check proper fuel pressure, 34--47 psi.
As far as pressure in the gas tank, check evap system where applicable or vent tube.

Fuel gage stuck on full

Either there is a short in the fuel sender wiring or the sender in the tank is bad.The actual gauge is rarely bad.Good luck.

Else
The float affixed to your fuel pump in your gas tank is stuck.

It tells the dash you ALWAYS have a full tank.
You have to drop the tank, PB Blast/WD40 the float, get it to drop down.
Finally
Your unit in the tank is bad. Pull it out and move it up and down while someone looks at the gauge. If doesn't work, buy a new one. They are not that expensive.

The sending unit on fuel pump module is failing. Fuel pump will fail next! Change fuel pump module will solve problem and save you from being stranded on road when fuel pump fails. Common problem on GM trucks!
