SOURCE: Checking the power steering fluid levels
the power steering resevoir is underneathe the altenatror or your vehicle. you have a gm 3800 series II engine the resevoir is located near the fire wall on the passengerside right under the altenator. the easiest way to check this is to remove the altenator. I say this because there is not much room to put your hands in that area because your coolant overflow tank is there as well. disconnect the ground to the battery first. then disconnect the power lead to altenator. remove serpentine belt. then remove the plug from the altenator. remove the bolts to the altenator and move the altenator aside there you will see the resevoir for the power steering. installation is in reverse order... please rate this......thanks

SOURCE: air in the power steering fluid reservior
This is actually normal. Your talking about having the cap off with the vehicle running while you look in the reservoir that you pour the fluid into. Correct?

SOURCE: power steering fluid level
most power steering caps have dipstick attached to the lid,and show a level for warm and cold, if not check the level is approx 1inc below neck...
Use only MOPAR ATF PLUS automatic transmission fluid type 7176, DEXRON II automatic transmission fluid, or equivalent, in the power steering system.
If bleeding is attempted with the engine running, air will be absorbed in the fluid. Bleed only while cranking the engine.
Check whether or not the fluid level changes between when the engine is running and when it is stopped
