First change the battery in the key and then reset the key for the security system.
As Damian Switzer stated - to reset the key for the security system - insert the key into the ignition and turn the key to the start position and hold until the red "THEFT" light stops flashing and then turn the key to the off position for a few minutes and your car your car should finally start. Good luck. It's a Ford.

How is the battery charge ? Tightness of cables ? Corrosion of cables ? Ignition switch ?

Check the coolant level. If it's low, what you describe will happen. There is not sufficient coolant to flow through the heater core at idle. At 60mph the water pump is spinning quickly, managing to get some coolant through the heater core, so you get heat until the rpm's drop at idle. If it is due to low level, keep an eye on it to see if it drops again, as you may have a leak.

first check the fuse if it is good then check for power at the relay

Start the Van, and with the engine running, take the Negative Cable off the Batttery and see what happens. This Battery Light on could be an indication that the Alternator is beginning to fail.
If the engine dies, then the alternator is bad.
At higher RPM's does the Battery Light go out?
This would be another indication that the alternator is failing.
How are the belts? Are they worn or slipping?
Take a reading coming off the alternator with the engine is running.
