Is there a fuel shutoff switch on a 2000 chryler concord?

Do you have your owners manual? If so it will be located in there. The next thing you could do is disconnect the fuel pump from power to have no fuel.

My 2000 Concorde turn signals don't work

Do your flashers work? If not it may be the flasher unit is bad. It is located under the dash on the drivers side on or near the fuse box. If the flashers work you may have a problem with the turn signal lever or the wiring connected to it.

Where is the fuel filter located

I believe that the fuel filter on the 2000 Concorde, 300M, and Intrepid is part of the fuel pressure regulator and is located on top of the fuel pump module which is on top of the fuel tank which means that the tank has to be removed to gain access to the filter/regulator assembly.
