If it is a two stroke, check the level sensor in the 2 stroke oil tank.
When was the last time you had it professionally serviced? I have mine done at the end of every season. :>)

DISASSEMBLY 1. Remove the suction pipe and the O-ring from the oil pump.
2. Remove the rear cover with the gasket and pins. 3. Remove the cam ring. 4. Remove the rotor and vanes. 5. Remove the front side plate.
6. Remove the inner and outer O-ring. 7. Remove the spring. When assembling, use a new gasket and O-ring.
8. Remove the pulley nut with the spring washer. 9. Pull off the pulley and the woodruff key. 10. Remove the snap ring using snap ring pliers. 11. Drive out the pulley shaft with the bearing. If necessary, use plastic hammer

There are a number of control units in the 92 Civic. If you mean the PGM-FI, ECU (engine control unit), it is behind the passenger side kick panel.

it is possible that you've got an issue with your power steering system, but the noise should be equally noticeable in both forward and reverse. the front differential is inside your transmission and if the differential is worn it will whine. if you pay close attention you may notice the noise when in first gear going from acceleration to deceleration at about 20mph. if this happens, it's most likely your transmission that needs to be replaced.

Depends on your warranty and dealer. Sounds like rotors though. Did you go through water when your rakes were hot? This is the most common cause of rotor warpage.
