Are you sure the TV ( trans shift cable at the throttle valve) cable is correctly adjusted?? Without line pressure readings, I can only guess that the D3/Part throttle check ball is missing, if it is a trans problem
If the TV is correct, I am assuming that the TV cable is pulled tight at WOT.
Did you check the throttle (ACCEL) cable to be sure that the carb goes wide open when your accel pedal is on the floor?? This must be done with someone in the car and a second person looking at the carb. Without doing this, you do not know if you have WOT. Without WOT, the trans will not de-tent and shift down.

Have you ever changed the transmission fluid flush and replaced the transmission filter?
SOURCE: need to change the transmission fluid in my 98 corvette
to change your tranny fluid and filter is relativily easy i will tell you step by step here.
1. raise the vehicle and support it with jack stands
2. get a large drain pan
3. locate the transmission oil pand and losen all the bolts removing the rear half of the bolts only and just losening the other bolts to keep the pan held up but allowing it to sag on the rear.
4 be carefull because in this step your likely to get a bath in tranny fluid. insert a flat srewdriver in the back of the pan and carefully pry it lose. now trany fluid is going to pour out of the pan.
5. remove the rest of the bolts be carefull because the trany pan still has a lot of fluid in it.
6. grab ahold of the filter and pull it down.
7. insert the new filter but make sure the rubber gasket came offf with the old filter they have a tendency to stick in the transmission.
8 replace oil pan and torque down evenly
9 refill with correct fluid to the correct level
10 take for a drive and recheck the fluid level and check for transmission fluid leaks
ps when the pan is off clean the inside of it out with brake cleaner really good
If there are no leaks after you get done congratulate your self on a job well done

most likely a stripped out torque converter or a broken pump shaft. common on the taurus. transmission has to come out to repair.

Generally, what causes C-4's and C-6's to be slugish going into gear, is the seals on the servo pistons are getting hard. The servo pistons are what apply pressure on the clutch packs, when the seals get hard the oil can blow past the piston and the clutch won't engage. It's worse when the the trany is cold and usualy gets better as the oil gets warm. You could try some transmission conditioner, the cheep stuff works as good as the high dollar stuff. Don't rev the engine to try to get it to go into gear, the clutch is trying to engage and you will burn the clutch up pack. If the clutches were replaced 3k miles ago why didn't they put seals in it at the same time?
