Principles of Operation
Vehicles equipped with remote keyless entry (RKE) have an illuminated entry feature, which enables the instrument cluster to illuminate the interior lamps (and if equipped, the puddle lamps in the exterior mirrors) when an unlock signal is received from the vehicle security module through the UBP network, or when any of the doors are opened. The instrument cluster controls the interior lamps illuminated entry feature by activating the battery saver relay. When active, the illuminated entry feature will be canceled when any of the following conditions are met:
For vehicles equipped with RKE, the instrument cluster illuminates the interior lamps when any door is open. The interior lamps shut off when the doors are closed and the illuminated entry feature is not active or when the vehicle speed is greater than 15 km/h (6 mph). The interior lamps are not reactivated until the vehicle speed is less than 15 km/h (6 mph) and a new door open signal is received.
For vehicles without RKE, the instrument cluster illuminates the interior lamps and puddle lamps (if equipped) when any door is open. The instrument cluster will turn the interior lamps and puddle lamps (if equipped) OFF when the doors are closed.
Power to the on-demand lamps, illuminated vanity mirrors and map lamps are controlled by the battery saver relay.

I had a similar problem on my 95 Ford E350. Solution was to replace the 60 amp fuse (3rd inline counting from bumper side) located right under the master brake cylinder.
Aloha

Because you have a 10amp fuse out. Look in your book for the fuse diagram. It will show you where the fuse is located for the interior and door lights. The fuses are located in your glove box (right hand side).

check to see if you have corrosion in the fuse box or the GEM module, by removing the fuse box completely, disconnect the battery, take out the two screws and two 8mm bolts that hold the fuse box in, it will take some maneuvering to get it positioned right to disconnect the two wiring harnesses from the fuse box, they are bolted through the middle. Once removed, take the GEM module off the back of the fuse box and look for what would be something like the same corrosion you would see on your battery posts, usually one of these components is corroded and causing the problem, my buddy got a replacement fuse box for his from a wrecking yard for only 15 dollars, with all the fuses and relays. If you have this corrosion, then you probably have a windshield leak at the lower left hand corner of the windshield, it lets water drip onto the fuse box and GEM module. Hope this helps, let me know
Testimonial: "Mr. Guru, It was the GEM module. Thank you for helping with my problem. "
