In the USA most police departments do not come to unlock automobiles. For one thing, it is too easy to damage auto locks and police departments do not want to be liable for damage, plus, many police departments need to focus on serious crime.
If you do not have a AAA (Automobile Association of America) membership or some other auto roadside assistance membership, you can contact a new car dealer for your make of car and arrange for a replacement key to be made for your car. You will need to provide your car's VIN and perhaps other documentation to prove you own the car as well as pay for the replacement key. Or, you can contact and pay for a locksmith's services.
Now you have learned why it is a good idea to have more than one duplicate key for your car - one kept in a safe place at your home and one kept in your wallet.
I learned that lesson when I locked my purse (with my wallet, with my extra car key) in my car's trunk at a parking lot at the airport. Luckily, I could call my neighbor who had a key to my home. She was nice enough to locate my extra car key at my home and drive to the airport with the key for me. :)

Police and AAA auto service often have devices to open a locked car.
If at home, coat hanger can often pass through the window frame and allow a string to pull up a door knob or other part to open a door.

call your triple A Co. or tow truck provider. Special tools are used and are not available to the general public. If its an emergency break the side window and deal with replacing the glass later.
