Sun visor won't fully retract

look up in the corner of the visor where it mounts.. usually there is a small screw there .. raise the visor up in place and tighten the screw..it should stay up..if not ..use a bit of velcro on the visor and the headliner above it..cheap fix but it works..also invest in a windshield cover they are only a few bucks and work for other uses also.. they make a great emergency mat if you need to look under the car on naty ground(rain, snow, mud, etc)

Everytime it rains real hard. car won't start, after 2 days it then starts.. Everything works good..........Then a month later when it rains again, the car won't start for another 2...

Obviously water is the cause. Make sure all hood seals and underbody splash shields are in place, check firewall main connector for security. After it rains (without driving it in rain) check floor mats inside for water. A possible windshield or dash leak is allowing water into electrical area near instrument cluster (windshield may need resealed). Lift hood and look for water on any electrical connections disconnect dry, and seal with tune up grease from parts store.
Good luck

Recently purchased, used Mazda 3 driver side seat belt is completely slack and will not retract. If I remove panel that is between front and back driver side doors to attempt to fix will that damage panel?...

The panel is attached with plastic clips, if you damage them replacements are available. Chances are you won"t be able to repair the belt retractor as it"s a sealed mechinism.

Key Fob does not work and alarm goes off when raining

the central locking control unit is in the drivers door. there's a polythene sheet in the door panel. If that's ripped or petrified then rain may be screwing with the electrics. it may be worth taking off the door panel and wrapping it the controll unit in a shopping bag or summat.....
