SOURCE: After 20 minutes of driving my battery light comes on.

have your alternator tested. you could have a bad diode in it allowing current to backfeed this would cause light but it would still charge some. also check connections on alternator primarily the big plug have had some problems with those getting hot and burning

SOURCE: 2000 es300, sometimes surges - last time it seem to lose power could only drive about 20 miles per hour

Check for failed EGR Valve or system component

If the valve has a vacuum hose going to it ,disconnect,
plug hose & test drive to evaluate bad valve & high vacuum
signal as you suggested

Engine Floods after brief start and run when cold -then shut off

Local mechanic determined engine was flooded and started it by holding throttle to the floor and cranking 5-7 seconds - then the engine sputtered to life. It has run perfectly before and since and I'm at a bit of loss to understand why this occurred this one time - so far. It's been driven now 5 days with no problems.
