What 30 amp fuse & what circuit breaker ? Do you know how to view a wiring diagram an use a DVOM - digital volt ohm meter to test B+ power & ground circuit's ? Free wiring diagrams here http://www.bbbind.com/free-tsb Enter vehicle info. year , make , model an engine . Under system click on body & accessories , then under subsystem click on power windows . I see a 30 amp fuse F1 located in the smart junction box (inside fuse box) , F47 30 amp fuse same location . F41 15 amp fuse . Don't see any circuit breaker's invloved . Pull the driver door panel an check for B+ power to the driver master switch. Don't just replace fuse's See the tab's on top of the fuse ,test voltage with volt meter . If you don't know how to test automotive electrical circuits , your best bet , take to a qualified repair shop or learn how .

SOURCE: pass. side front and rear power windows stopped working

if they only stoped working on the passengers side I would check the wirring going into passengers side door for a broken wire, or right at the passengers side kick panel.

SOURCE: 06 DODGE STRATUS WINDOWS INOP, NO POWER TO FUSE OR CIRCUIT BREAKER

If no power to the fuse panel for that fuse and circuit breaker, you may have a maxi-fuse burnt out in the power distribution box by or near the battery. Check all your fuses under the hood.

Owners manual will give fuse location and identification. Most fuses are under the hood in the fuse/relay center close to the battery

Is there a fuse or fuses for the power windows on a 1998 Lincoln navigator?

The diagram is part of power windows. The purpose is to show circuit breaker and fuse. Also, check for voltage at the circuit breaker and fuse, hot all the time, use a test light.
Your gem module has some control over those relays.

2008 lincoln navigator heated/cooled seats turn off in seconds both sides

Heated seats have a circuit breaker instead of a fuse. Both sides work off the same breaker. This is what I would replace first. It's on the cabin fuse panel. Look in your owners manual to find it.
